
General manager Scot McCloughan's strategy has been to be aggressive during free agency to fill needs. The 49ers have not shied away from going after big-money free agents, such as tackle Jonas Jennings, cornerback Nate Clements and defensive end Justin Smith. The 49ers have been pleased with Clements and Smith, while the club plans to release Jennings this offseason after four injury-plagued seasons.
The 49ers own the No. 10 overall pick in the draft. Early in the draft, they will focus on taking the best player, according to their rankings. In the later rounds, they will concentrate on taking players at positions of need. The 49ers have all seven of their draft picks, and are expecting two compensatory picks, as well.
TEAM NEEDS/OFFSEASON STRATEGY
The 49ers will not pay quarterback Alex Smith, the No. 1 overall pick in the 2005 draft, his $9.625 million salary. The club wants him back, but they have to be able to work out a reduced contract. The 49ers want to get a deal done before the start of free agency.
The 49ers have just two starters from 2008 who are free agents. It is not imperative they re-sign receiver Bryant Johnson, who would not head into next season as the starter. But the club would like to strike a deal with inside linebacker Takeo Spikes.
Also, the 49ers can start to use some of their cap surplus to sign some of their players to contract extensions before their contracts expire. Outside linebacker Parys Haralson is at the top of that list.
TOP THREE TEAM NEEDS
1. Pass-rusher: The 49ers recorded just 30 sacks this season and did not get much production from any of their outside pass-rushers on the right side. They need an outside linebacker to be able to consistently get to the quarterback.
2. Offensive tackle: While Joe Staley continued to show progress on the left side, the 49ers had a multitude of problems at right tackle. That is a huge key for the team, as it tries to create an identity as a physical, running team.
3. Safety: Starting free safety Mark Roman has not recorded an interception in more than two seasons. The 49ers are looking for a player with more range who can create takeaways in the defensive backfield.
MEDICAL WATCH: Quarterback Alex Smith, who was placed on injured reserve early last season with a broken bone in his throwing shoulder, began throwing in January. He is expected to be ready to participate in the offseason program.

UNRESTRICTED FREE AGENTS
--TE Billy Bajema, at the $927,000 salary he made last season, might be getting a little too expensive to retain as a blocking specialist.
--OT Damane Duckett spent the season on injured reserve because of an August knee injury. He spent the entire season rehabbing at the team's facility, which would seem to indicate the club wants to keep him around.
--DT Ronald Fields did not get a whole lot of action behind starter Aubrayo Franklin. He will likely have an opportunity see what he can get on the open market.
--RB DeShaun Foster languished on the sideline for most of the season as Frank Gore's backup. Showed his worth when pressed into action, but the 49ers might be looking to get younger at the backup spot.
--DE Roderick Green had a disappointing season as the third-down pass rusher. Team will be looking to upgrade.
--WR Bryant Johnson was the second-leading receiver with 45 catches for 546 yards, but youngster Josh Morgan is penciled in as the starter at split end.
--QB Jamie Martin is 39 and will not be back.
--QB J.T. O'Sullivan was favorite of Mike Martz, but Martz is no longer around. O'Sullivan's propensity for turnovers led to his benching after eight games. He likely will not return.

Allen Rossum did a nice job on kickoff and punt returns. The club could look to get younger here, though.
--TE Sean Ryan signed late in season as an H-back/fullback type. He is a low-priority re-signing.
--LB Takeo Spikes ranked second on the team with 122 tackles. He wants to be back, and the 49ers liked his influence on Patrick Willis. The sides should be able to reach a deal.
--CB Donald Strickland is a versatile defensive back, who has done everything asked of him. He should be back on the team.
RESTRICTED FREE AGENTS
--FB Zak Keasey earned the starting job at the start of the regular season but played in just six games before sustaining season-ending torn biceps tendon.
